As a result of the increased demand for mental/behavioral services stemming from the COVID-19 pandemic, the Oakland County Executive and Board of Commissioners have allocated $10 million in American Rescue Plan Act Local Fiscal Recovery Funds to establish the Oakland Together Mental Health and Wellbeing Nonprofit Grant Program. This program will offer grants to Oakland County nonprofit organizations delivering mental/behavioral health services and associated support services with a goal of increasing the capacity of these organizations to meet this growing demand for services.
Through this fund, the Oakland County Executive and Board of Commissioners have made $10 million available to nonprofits in the mental and behavioral health sectors, serving residents of Oakland County through a competitive grant award process administered by United Way for Southeastern Michigan.

Compliance Requirements and Funding Priorities
Funds through this award are being made available to help nonprofit organizations scale capacity to deliver mental and/or behavioral health services to individuals impacted by the COVID-19 pandemic and to ensure operational continuity and expansion to meet growing demand for support services throughout the county. Oakland County recognizes the incredible strain the COVID-19 pandemic has put on both individual county residents as well as mental and behavioral health providers. The funds allocated for this grant program are to be used expressly for the purpose of delivering mental and behavioral health services to residents of Oakland County.
Compliance requirements include:
- All funds received under this grant must be spent within the spending period of Nov. 1, 2021 – Oct. 31, 2022. No extensions to the spending period will be granted.
- Organizations must be providing mental and/or behavioral health services through providers who are licensed and in good standing with the state of Michigan.
- Grant award funds shall not be used for any damages that are covered by insurance.
- There should be no duplicative funding for the same services provided.
- Grant award recipients shall be required to submit quarterly reports in accordance with the grant timeline provided above.
- Funds received through this grant must be spent on programs or services in Oakland County and/or to support Oakland County residents.
Additional priorities include:
- Organizations that have a long-standing track record in Oakland County.
- Organizations that address critical mental and/or behavioral health needs in the community.
- Ensuring that the slate of awardees demonstrates adequate coverage of geographic area and service type.
Eligibility and Award Types
Applicants must meet the following basic eligibility criteria:
- The applicant must be a 501(c)(3) nonprofit organization, in good standing with both the state of Michigan and the Internal Revenue Service.
- The applicant must be based in Oakland County or provide service to Oakland County residents. Services supported through this grant may only be offered to Oakland County residents.
- The applicant must be a provider of evidence-based mental and/or behavioral health services and those services, where applicable, must be delivered by professionals in good standing and licensed by the state of Michigan.

- Mental health treatment for adults and children, substance misuse treatment, other behavioral health services, hotlines or warm lines, crisis intervention and/or overdose prevention.

Prior to applying, applicants should review the award types and scoring rubric below and choose the award type and funding amount that best fits the organization’s needs and capacity within the award and spending timeframe. There is no mechanism for negotiating alternate award amounts after an application is submitted and there will not be an opportunity to extend or amend grant contracts beyond the stated grant period.
Funds are available for three types of awards and funding ranges:
Award Type 1: Operational Grant
Funding Range: $50,000 to $100,000
Award description: Operational grants from $50,000 and to $100,000 may be awarded to nonprofit organizations that meet basic eligibility criteria and need funds to maintain or enhance mental and/or behavioral health services because of increased demand due to the COVID-19 pandemic.
Award Type 2: Expansion Grant
Funding Range: $100,001 to $250,000
Award description: Expansion grants from $100,001 up to $250,000 may be awarded to nonprofit organizations that meet basic eligibility criteria and need funds to expand or implement new mental and/or behavioral health services because of increased demand due to the COVID-19 pandemic.
Award Type 3: Community Grant
Funding Range: $250,001 to $500,000
Award description: Community grants of $250,001 and up to $500,000 may be awarded to nonprofit organizations that meet basic eligibility criteria and need funds to maintain or enhance mental and/or behavioral health services and/or implement new services because of increased demand due to the COVID-19 pandemic. To be considered, organizations applying for this award type must have an annual operating budget of at least $4 million, recorded in the most recently approved organizational budget. Organizations applying for this award type must also have a large service footprint that reaches clients throughout Oakland County and will be asked to provide plans to demonstrate the ability to deploy the larger amount of funds requested within the spending period ending Oct. 31, 2022.
